Yeah the same way NR is using WCR Kota owned Tughlakabad ELS for Delhi based trains (mostly those who are maintained by other Zones).
Same goes for Kanpur ELS which Serves ECR owned Delhi terminating trains.
And the reason can be looked backed to abundance of Electric Locomotives in NR ESPECIALLY high speed ones like WAP 7 and WAP 5 which are mostly used by trains like Prayagraj, Allahabad Duronto, Shram Shakti, etc.
