During Non-interlocking work at a certain block station limit, signalling system of the station section become paralysed, signal malfunctioning is a common issue, automatic signalling/distant signals of block section, LC gate signals, axle counters & glued joints mostly don't work or are removed. A train is started from a block station only after its previous train has cleared the home signal of the next block station & only after all the L/c gates between the journey section are closed. Trains run at restricted speed (ranging from 15 to 30kmph as imposed by authority) to avoid any accidents which may be caused due to human error (which is manual signalling here). The traffic of the section should be reduced by cancelling/diverting as many trains as possible to avoid bunching & to allow tracks free for workers & power blocks. It is very normal for trains to run with a minimum delay ranging from 1hr to 6hrs depending upon the Line Capacity Index of the section. Section controllers show some unusual controlling. As seen here, an empty goods train was allowed to go ahead of Howrah Rajdhani & Sealdah Rajdhani which during normal time, the controllers would have never dared to... afterall its NI work & delays are always excused during this time.
