People from West Prakasam are particularly affected due to the lack of day-time trains towards Guntur and Vijayawada. There is a demand for more trains to Hyderabad and Vijayawada. The doubling and electrification project, initiated in 2016-17, was initially scheduled for completion in 2021, but is yet to be finished. The project is expected to be completed soon with a budget allocation of ₹803 crores. The doubling project, spanning 405 km, aims to reduce travel time. The project is expected to be completed up to Giddalur soon, making the second track operational. As part of the 'Amrit Bharat' station scheme, stations like Donakonda and Markapur are being modernized with improved facilities.

గుంటూరు - గుంతకల్లు రైల్వే మార్గం పనులు సకాలంలో పూర్తికాక ప్రయాణికుల సహనానికి పరీక్ష పెడుతున్నాయి. ఓ వైపు గడువు ముగిసినా డబ్లింగ్‌ పూర్తికాకపోవడం.. మరోవైపు తాజాగా పాత ట్రాక్‌ను నవీకరిస్తుండటం వారిని నిరాశకు గురిచేస్తున్నాయి. ఇవన్నీ ఎప్పటికి కొలిక్కివస్తాయో..పూర్తిస్థాయిలో రైళ్లు ఎప్పుడు పరుగులు పెడతాయోనని వారు ఎదురుచూస్తున్నారు. పాత ట్రాక్‌ పనులంటూ పలు ఎక్స్‌ప్రెస్‌లను రద్దు చేయడం ఇక్కడి వారికి శాపంగా మారింది.

గుంటూరు - గుంతకల్లు మార్గంలోని పాత పట్టాల తొలగింపు పనులు కంభం చెరువు ప్రాంతంలో సాగుతున్నాయి. పాత ట్రాక్‌ సుమారు 30 ఏళ్ల క్రితంది  కావడంతో దాన్ని తొలగిస్తున్నారు. దాంతో ఆ మార్గంలో రైళ్ల రాకపోకలు చాలా నెమ్మదిగా సాగుతున్నాయి. కంభం - జేబీకే పురం స్టేషన్ల నడుమ యంత్రాలతో పనులు చేస్తున్నారు. ఇది పూర్తయితే మరిన్ని కొత్త రైళ్లు నడిపే అవకాశముంటుందని ఆ శాఖ అధికారులు చెబుతున్నారు. ప్రస్తుతం పలు ఎక్స్‌ప్రెస్‌లను  రద్దు చేయడంతో ప్రయాణికులు తీవ్ర ఇబ్బందులు పడుతున్నారు. ముఖ్యంగా గుంటూరు - కాచిగూడ రైలు రద్దు కావడంతో మార్కాపురం, కంభం, గిద్దలూరు, దొనకొండ తదితర ప్రాంతాల ప్రజలు అవస్థలు ఎదుర్కొంటున్నారు. బస్సుల్లో అధిక ఛార్జీలు ఉండడంతో ఇబ్బందికరంగా మారింది. పగటి వేళ గుంటూరు, విజయవాడ వైపు వెళ్లే రైళ్లు లేకపోవడంతో పశ్చిమ ప్రకాశం వాసులు అవస్థలు పడుతున్నారు. హైదరాబాద్‌, విజయవాడ వైపు       వెళ్లే మరికొన్ని ముఖ్యమైన రైళ్లను నడపాలని ప్రజలు కోరుతున్నారు.

త్వరలో గిద్దలూరు వరకూ డబ్లింగ్‌ పూర్తి..!

ఇక గుంటూరు- గుంతకల్లు రైల్వే మార్గంలో రెండో ట్రాక్‌, విద్యుదీకరణ పనులు కొనసాగుతున్నాయి. వీటికి 2016 -17లో శ్రీకారం చుట్టూరు. మొదట్లో 2021 నాటికి పూర్తి చేస్తామని గతంలో దక్షిణ మధ్య రైల్వే ఉన్నతాధికారులు చెప్పినా, ఇప్పటికీ కొనసాగుతూనే ఉన్నాయి. ఇవి ఎప్పటికి అవుతాయోనని ప్రజలు ఆశగా ఎదురుచూస్తున్నారు. గతేడాది బడ్జెట్‌లో రూ.803 కోట్ల నిధులు కేటాయించడంతో పనుల్లో కొంతమేర పురోగతి కనిపిస్తోంది. గుంటూరు నుంచి గుంతకల్లుకు రెండో రైల్వే లైన్‌ నిర్మించేందుకు సుమారు 405 కిలోమీటర్ల మేర పనులు చేయాల్సి ఉంది. మొత్తం 3,887 కోట్ల వ్యయంతో ప్రాజెక్టు నిర్మించేందుకు ప్రభుత్వం ముందుకొచ్చింది. ఇప్పటి వరకూ 281 కిలోమీటర్ల మేర పనులు పూర్తి చేశారు. త్వరలో జగ్గంబొట్లకృష్ణాపురం - గిద్దలూరు నడమ ఉన్న సుమారు 30 కిలో మీటర్ల మేర డబ్లింగ్‌ పనులు పూర్తి కానున్నాయి. దీంతో రెండో మార్గం గిద్దలూరు వరకూ అందుబాటులోకి రానుంది. దాంతో ప్రయాణ సమయం తగ్గుతుందని ప్రయాణికులు భావిస్తున్నారు. అమృత్‌ భారత్‌ స్టేషన్‌ పథకంలో భాగంగా దొనకొండ, మార్కాపురం, తదితర స్టేషన్లను అభివృద్ధి చేయనున్నారు. మెరుగైన సౌకర్యాలు కల్పించనున్నారు.

ఇంత ముఖ్యమైన హామీలో మూడేళ్లకు పైగా జాప్యాన్ని కమిటీ అంగీకరించట్లేదు. అది రైల్వే మంత్రిత్వశాఖ నిర్లక్ష్యాన్ని చాటుతోంది. వాల్తేరు డివిజన్‌ మూసివేత గురించి ప్రజాప్రతినిధులతో పాటు, వివిధ భాగస్వామ్యపక్షాలతో చర్చించి సమస్యను పరిష్కరించి ఉండాల్సింది. దీనిపై మంత్రిత్వశాఖ సమాధానంతో కమిటీ సంతృప్తి చెందడంలేదు. రైల్వేజోన్‌ అంశాన్ని పార్టీలతో సంబంధం లేకుండా సభ్యులంతా సభలోనూ, బయట ప్రస్తావిస్తున్నారు. మౌలికవసతుల పనులు నిర్దిష్ట గడువులోగా పూర్తిచేయడం కష్టమని కమిటీకి తెలుసు. ఇదే సమయంలో హామీలు నెరవేర్చడానికి రైల్వేశాఖ ప్రయత్నాలు చేయలేదన్నది నిజం. ఇప్పటికైనా రైల్వేశాఖ అన్ని పక్షాలతో సమన్వయం చేసుకొని, హామీల అమలుకు నడుం బిగించాలి. రాయగడ డివిజన్‌ ఏర్పాటుతో ఆ జిల్లాలో పారిశ్రామిక, సామాజిక, ఆర్థికాభివృద్ధి జరుగుతుంది. అందువల్ల రైల్వేశాఖ వెంటనే దక్షిణకోస్తా రైల్వేజోన్‌, రాయగడ డివిజన్‌ ఏర్పాటుకు నిర్దిష్ట గడువుతో కూడిన కార్యాచరణను తయారుచేసి అమలుచేయాలి’’ అని కమిటీ తన నివేదికలో పేర్కొంది.

The DPR proposes establishing the headquarters on 52.2 acres in Mudasarlova, which the Greater Visakhapatnam Municipal Corporation (GVMC) is to provide in exchange for railway land used for the Bus Rapid Transit System (BRTS) project. However, the State government has yet to identify and hand over this land. Regarding the railway line between Visakhapatnam junction and Gopalapatnam, the minister stated that a double line connectivity already exists. In April 2023, work was sanctioned for the third and fourth lines on the 15.31-km stretch, at a cost of Rs 159.47 crore.

DPR mein Mudasarlova mein 52.2 acres mein headquarters banane ka proposal hai, yeh land Greater Visakhapatnam Municipal Corporation (GVMC) Bus Rapid Transit System (BRTS) project ke liye liye gaye railway land ke badle mein dega. Lekin, State government ne abhi tak yeh land identify aur railways ko handover nahi kiya hai. Visakhapatnam junction aur Gopalapatnam ke beech railway line ke baare mein, minister ne bataya ki double line connectivity already hai. April 2023 mein, 15.31-km stretch mein third aur fourth lines ke liye kaam sanction kiya gaya, iska cost Rs 159.47 crore hai.

OPERATIONALISATION OF SOUTH COAST RAILWAY ZONE

Will the Minister of RAILWAYS be pleased to state:

(a) whether the Government has any plans to formally commence the operationalisation of the South Coast Railway Zone;

(b) the date on which the construction of a zonal headquarters at Visakhapatnam had started, the set completion date and the proposed extension of days for the completion of its construction and start of its working;

(c) the details regarding the funds for the aforementioned purposes that have been disbursed and utilised;

(d) whether the Government has a plan to construct a railway line between Visakhapatnam junction and Gopalapatnam, if so, the details thereof; and

(e) the details regarding the total area of land that has been acquired for the purpose of building the zonal headquarters at Visakhapatnam, including the issues that have come up during the acquisition of the same?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO.625 BY SHRI RAM MOHAN NAIDU KINJARAPU TO BE ANSWERED IN LOK SABHA ON 06.12.2023 REGARDING OPERATIONALISATION OF SOUTH COAST RAILWAY ZONE

(a) to (e): Detailed Project Report (DPR) for the new South Coast Railway Zone (SCoR) has been prepared. The work of “Setting up of South Coast Railways’ Zone HQ” has been sanctioned at an estimated cost of Rs. 106.89 Crore. An outlay of Rs. 10 Crore has been provided for this work in 2023-24. East Coast Railway has been directed to take up suitable work for preliminary activities like land survey, preparation of complete layout plan of SCoR/Headquarter office complex, residential colony and other construction pre-requisites.
One of the options proposed in the Detailed Project Report for setting up of SCoR zone headquarter is in 52.2 Acre land at Mudasarlova which is to be handed over by Greater Visakhapatnam Municipal Corporation (GVMC)/Andhra Pradesh Government in lieu of railway land taken for Bus Rapid Transit System (BRTS) project. Government of Andhra Pradesh is yet to identify suitable 52.2 Acre land at Mudasarlova, Vishakhapatnam and hand it over to Railway.
There is existing double line connectivity between Visakhapatnam junction & Gopalapatnam. Further, work has been sanctioned for 3rd & 4th lines between Visakhapatnam junction & Gopalapatnam (15.31 km) in April, 2023 at a cost of Rs. 159.47 Crore.
